    Development of New Programs

    Program Initiation Process

    Phase I: Preliminary Proposal [Academic Planning Phase]

    • Initiation & Departmental Review: A new program is proposed using the approved University template. It is reviewed by the department/program committee for feedback and then submitted to the Department Head for approval.

    • College Dean’s Review: The College Dean initiates further review through the college curriculum committee or academic council. Once approved, it advances to the Integrated Learning Office (ILO).

    • ILO and APTF Evaluation: The ILO evaluates the proposal and forwards it to the University’s Academic Planning Task Force (APTF). 

    • The APTF assesses it within the planning framework and makes recommendations to the Academic Council and Executive Management Committee. If approved, a comprehensive proposal is requested.






    Phase II: Comprehensive Proposal

    • Detailed Development: The proposal is developed using the Program Initiation Form and reviewed in-depth at the department and college levels.

    • College Council and QU Health Review: After college approval, it is reviewed by the QU Health Curriculum Enhancement Committee, with potential revisions requested.

    • External Review: The ILO sends the proposal to external subject matter specialists for evaluation. Graduate programs are also reviewed by the graduate committee.

    • Final Approval: The Academic Council and Executive Management Committee review the proposal. If endorsed, it proceeds to the President and then the Board of Regents.

    • Board Decision: The Board of Regents makes the final decision and communicates the outcome to the College Dean and department head.
